Animal welfare means intelligent and sensitive management of raising animals on a farm. Animal welfare is closely linked to preserving their good health. Animal welfare in cowsheds and dairy sheds refers to all animals in the various areas of farming, and not only to cows, sheep and goats.

Most of those raising animals recognize the heavy responsibility it carries, and provide proper and correct care to the animals they possess, but there are also other cases, cases in which people hurt animals and abuse them. Harming animals includes abuse and deliberate harm, as well as neglect and inability to provide the care or minimal conditions the animals require. In both cases the animals suffer, an act of neglect which can be a criminal offense.

The horse industry has developed over many years in the State of Israel, during the past five years with the close guidance of the Ministry of Agriculture and Rural Development, following the horse industry being declared an agricultural industry two years ago by the Minister of Agriculture and Rural Development, Shalom Simhon.
