Scarce Water Resources - Course Summary

A Course on the Management and Efficient Use of Scarce Water Resources, in Russian, was held in Israel from January 19 to February 2, 2010 at CINADCO’s Training Center located at Kibbutz Shefayim, north of Tel Aviv.



The participants of the Course, twenty eight in number, were high ranking engineers, trainers and managers from Central Asia and the Caucauses Countries, such as Armenia, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan, and were recommended by the USAID Water Users Association Support Program (WUASP), Interstate Coordination Water Commission (ICWC), Water-to-Market Activity Millennium Challenge Corporation of Armenia (VISTAA), United Nations Development Project (UNDP) and the Organization for Security and Co-operation in Europe (OSCE).

 

The aim of this program and training activity was to share with the course participants Israel’s knowledge and experience in the effective strategy and management of limited water resources and ecological issues. Due to the lack of water resources in Israel, such topics as the desalinization of sea and brackish water, the use of treated sewage water in agriculture, water and soil-saving irrigation technologies in arid and semi-arid conditions have become part of Israel’s trademark and “technological logo” in water use issues.

 

Using varied training techniques such as frontal lectures, round-table discussions and professional field visits, the course staff and lecturers presented the participants with modern and technological know-how in efficient use of scarce water resources, taking    into consideration the adaptability of this know-how to the local conditions of the participants in their respective countries.

 

All the participants took part in the final discussions and meeting with the
Minister of Foreign Affairs of Israel, H.E. Mr. Avigdor Lieberman, who also honored the closing ceremonies with his presence.  In attendance were also Ambassador Haim Divon, Deputy Director-General of the Ministry of Foreign Affairs and Head of Israel’s Agency for International Development Cooperation (MASHAV), Ms. Beth-Eden Kite, Director Training, MASHAV, Lecturers and Planning Advisers, MASHAV and CINADCO Officials and Staff members, the Ambassador of Republic of Uzbekistan, Mr. Oybek Ishanov, and representatives from Diplomatic Missions of the Republics of Kazakhstan, Georgia and Armenia.
